Unfortunately the Mekong river is not very navigable. Seagoing boats, drawing less than 5 meters can reach Phnom Penh at any time. But most of the time only long tail boats can sail upstream through its rocky bed. No to mention the fabulous Mekong falls in Khone at the Cambodia/Laos boarder.
